Land Development Manager – Raleigh, NC

Our client is a well-capitalized national land developer with a focus on acquisition of large residential master-planned communities, mixed-use projects, land entitlement and development in high-growth markets.

 

Overview

The Land Development Manager will assist in the acquisition and lead in the development of land, zoning, preliminary platting, preliminary engineering, development and budgeting of all division development activities. Responsibilities include project final engineering, platting, associated schedules, project bidding and construction from the initial design through finished lot delivery and municipal turnover. Reporting to the Division Vice President, the LDM will also liaise with the Marketing Director to provide accurate development schedules, assist in amenity design, budget development and on time delivery of all amenities and common area development.


Duties and Responsibilities

• Select third party consultants including Civil, Soil, Environmental and Structural Engineers as required. Assist and provide leadership in conducting environmental analysis of wetlands, streams, subsurface soils analysis i.e. water, rock, soft soils to identify and quantify all development associated risks.
• Oversee the activities of engineers, consultants, governmental officials & inspectors and trade partners in the development of plans and execution of land development tasks
• Provide preliminary assistance in all land acquisition efforts including assisting with due diligence and full cycle underwriting. Collaborate with team to determine cost estimates, lot count, development timing and risk assessment during feasibility analysis and due diligence phase
• Participate in preliminary site plan development with respect to Topo, floodplain, utilities, storm water, sanitary sewer, storm drainage and water feasibility; Participate in the creation and maintenance of all divisional Full Cycle Business plans, updating quarterly on a minimum schedule or as required.
• Attend zoning public hearings, schedule preliminary plat with engineers and planners, solve issues and shepherd entitlement efforts through government process.
• Responsible for final engineering of each site/phase, responsible for utility, grading, storm water issues and all governmental approval.
• Coordinate final plat approvals and government approvals, State certifications, municipal punch lists.
• Address and resolve construction issues as they arise during development and through turnover to third-party end users. Understand and immediately report changes to the FC business plan.
• Initiate and attend weekly meeting with engineers, contractors and update schedule of preliminary engineering, preliminary platting and all entitlement deadlines; Create budgets and schedules for all phase development, in-tract and common area development. Maintain and update land development construction schedules weekly, communicating on same schedule with Director of Marketing and all stakeholders.
• Review and approve all development related invoice payments, surety tracking and applications.
• Secure warranty compliance and final acceptance for all infrastructure installed while working in varies municipalities. Schedules and participates in municipal inspections to achieve final acceptance of improvements and follow up with municipal agencies to obtain final sign-off letters for bond exoneration.
• Oversee HOA management company contracts, scopes, assisting in CC&R/Supplemental Declaration draft & recordation. Assist in addressing complaints and issues directed to the Declarant. Serve as an officer on the HOA Board during Declarant period.
• Manage NPDES program for each project under development.
• Ensure that land development policies, internal control procedures and practices are well understood and comply with Company and Investor procedures and policy.
• Monitor financial information on each phase of development, and continually review all accounting relative to land efforts, updating the FC Business plan quarterly and more often as required.
• Schedule and conduct pre-construction meetings with trade partners, governmental agencies, utility consultants and internal staff
• Monitor trade partners’ work and utility companies’ work for compliance with construction schedule and scopes of work
• Coordinate and assist Marketing team on all amenity and common area development. Assist in underwriting and budget development to insure compliance with design and budgetary guidelines.

 

Qualifications

• Bachelor’s degree in Civil Engineering with current NC PE Certification
• Demonstrated project management, and budgeting skills overseeing multiple communities with Master Planned Developer, Regional or National Homebuilder
• Ability to oversee numerous professional consultants efficiently and effectively
• Proficient in Microsoft applications including Outlook, Word, Excel and Project or other scheduling software
• Minimum 8-10 years related experience in managing development of Master Planned communities.

 

General Comments
1) Overall responsibility is to establish Master schedule, detailed schedule which accomplishes the Master Schedule, confirm budgets, and ultimately hit goals on schedule and within budget.

a. Includes establishing a game-plan that not only works but is achievable based on resources.
b. Includes motivation and daily management of trade partners required to hold them accountable for contract / schedule.
c. Manage to the Quality of Work that is expected
2) Experience in Dirt Balancing, Project Phasing, and game-planning for disposal of Topsoil, Unsuitable Soil, and Rock.
3) Establish and manage a team of Trade Partners capable of performing to our goals
4) Short and Long Term management of Cash Flow including monthly analysis as bills are paid and updating long term projections based on updated actuals
5) Manage the design and install of Dry Utilities and required Conduits.
